My oppinions about the graphics

Let's see:
1. The terrain looks exactly as Tiberian Sun, that means it looks devastated, dark, and there's no even a temperate terrain, for TS that's OK, but I think it's not for the first tiberium war. Maybe a bit of RA2 terrain would fit better.
2. The tiberium and the tiberium trees look exactly as the TD ones, I think that graphics look outdated and ugly, I like TS ones better, but that's just a matter of taste.
3. The obelisk is the same as the Cabal one, you could give it a bit more red.
4. The power plant and the adv. one look terrible, too short for me, you could take renders from Renegade to improve them.
5. The refinery looks terrible, it looks as it was painted on Windows Paint, not like a 3D render, definitely that would be really better.
6. The same for the construction yard and the communications center.
7. The flames from the flame tanks look horrible.

A long time ago I don't play this mod, but not because it's bad. The TS2TD mod I play the most now it's The Dawn of the Tiberium Age. The graphics on that mod look a lot more outdated of course, but they have the excuse that the images are copied and pasted directly from TD, and I like that a lot.
BTW that mod is still in production, but RoTD it's finished, isn't it?

1. The Winter terrain is temperate, with some snow on it.
2. The TS tiberium looks different. It has smaller pods with lots more and larger crystals. It couldn't be used for this; it wouldn't look right.
3. The original TD obelisk is completely grey too, with just the lights on the front. The CABAL obelisk happened to be a perfect copy of that, that's why it was used.
4. Um... the Renegade power plants are horribly ugly. No, really. Have you seen the mods that put these models in Generals and C&C3? Absolutely awful.
5. Odd though. It IS a 3D render.
6. Don't diss the CY. It's fricking beautiful. And it's also definitely a render.
7. They look a lot better than the TS flames...

As for ROTD being 'finished', well, there's always room for improvement, but at the moment it's not being worked on.
