Commissar's are Soviet infantrymen who have acquired experience in the battlefield. Clad in their regal uniforms the Commissar is a majestic sight in the battlefield to their comrades. Their knowledge of previous skirmishes has allowed them to muster strategies in the heat of battle. Signified by a rally cry that inspires nearby units to fight with increased ferocity. Accounts of Commissars who die in the field have been known to muster up a rallying cry to their nearby forces one last time before they collapse from injuries.

TBH I'm fine with it using the RA3 Conscripts. Makes them an opposite of the Conscripts/Flak Troopers who they're supposed to be originally from in previous battles. Suddenly all proud and energetic.

Why not just use the voice sets of Moskvin or Oleg from Uprising? The RA3 conscript sounds way too goofy and I find it hard to believe that the battle harden conscripts and flak troopers of RA2 would gain any boost in morale from a greenhorn.

Well the Moskvin & Oleg Voice Sets (I'm guessing you mean the Co-Commander Sets) don't have Proper Dying & Fear Lines.

But meh... Video Game Logic. Some Officer in fancier uniform fighting alongside you makes you want to fight better.

You could probably work around the dying lines by using any of the generic ones in RA3. As for the fear one; perhaps you could either not use it in hopes of implying that Commissar is fearless or using any of the other attack lines to supplement it.

Lastly, perhaps it is worth a consideration to give him a deathweapon which emits the sound of soldiers cheering (i.e. China's Frenzy support power from CNC Generals.)

IMO a WW3BG set could also do justice tho those doesn't have deathsounds neither, albeit pitched RA3Coons would suffice there.
