The Syndicate started out early on as just a secret pet project Yuri had devised to slowly usurp his own take over world domination. Using his access to Soviet Funds and resources he was able to build his Army in secret. Making deals with various individuals from the black-market,mercenaries,crime organizations,syndicate corporations and terror groups throughout the globe. When his secret was unveiled by the Allies and consequently thwarted by a coalition of the Allies & Soviets Yuri was put in prison. His Secret Army supposedly destroyed. However many of his companions hid in secret biding time to free their founder and eventually resurfacing and calling themselves "The Syndicate".

The Syndicate is divided into 3 core sub-factions calling themselves as the Psychic Enclave, Cabal Order & Chaos Cell. Each division specializing somewhat on the core fundamentals by their leaders. Known leaders so far have been Yuri himself who commands the Psychic Enclave. Famed Doctor Prometheus who was rumored to have gone awry after his recent experiments with his discovery of the new element Tiberium directing the Chaos Cell. And a mysterious almost Hive-Mind Like Group known as Cabal who direct their aptly named Sub-Faction the Cabal Order.

The Syndicate's Technology is mostly unorthodox and often use weapons that are often considered too dangerous or crossing over the morals of war even by the Allied Nations & Soviet Union. Known forms of weaponry and equipment involve Psionic Manipulation, Chemical Warfare, Energy Weapons, Genetic Alteration, Physics Alteration.
